Private AI in Egypt

Private AI for Egyptian enterprises, running on your own servers

Seekers AI is based in Cairo and builds private AI agents and Arabic–English knowledge assistants that run on your servers, in your private cloud, or in an Egyptian data centre. Your data stays under your control, which matters under Personal Data Protection Law No. 151 of 2020 and its limits on sending data abroad. Sensitive steps run under role-based access, audit logs and human approval.

Definition

What is private AI in Egypt?

Private AI in Egypt means language models, search over your documents, and agents that act in your systems, all running on infrastructure you control. Your organisation decides who can use it, what it can read, which actions need approval, and how long logs are kept. Customer and patient data is not sent to a public AI service abroad.

Why do Egyptian organisations choose private AI?

They choose it so customer and patient data stays on their own systems instead of passing through a public AI service abroad.

Many of the documents involved, such as patient files and account statements, count as sensitive data under Egyptian law.

Language matters too. Staff and customers write in Modern Standard Arabic, Egyptian Arabic and English, sometimes in one message, and the assistant has to handle all three.

  • Data stays in Egypt, on servers you control
  • Egyptian Arabic handled alongside formal Arabic and English
  • Connects to the systems you already run, including older ones with limited APIs
  • A clear record of who asked what and what the system did

151 of 2020 sets the rules for collecting, processing, storing and transferring personal data in Egypt, and its executive regulations fill in the detail. The Personal Data Protection Center (PDPC) supervises it.

The PDPC issues licences and permits to controllers and processors. Transfers of personal data abroad are allowed only under the law's conditions, including a level of protection no lower than Egypt's. Sensitive data, such as health, financial and biometric data and data about children, carries stricter conditions.

We design systems around the law and keep the whole AI stack in Egypt by default. Your legal team decides how the law applies to you.

  • Licences: controllers and processors may need a licence or permit from the PDPC
  • Cross-border transfer: only under the law's conditions, so documents, indexes, logs and backups stay in Egypt
  • Consent and purpose: each use case tied to a purpose and legal basis your team records
  • Records and security: a log of every query and action, role-based access, and encryption
  • Breaches: the law requires reporting personal data breaches to the PDPC within 72 hours

What about banks and other regulated sectors?

Banks and other institutions supervised by the Central Bank of Egypt also follow the CBE's own rules, and they check an AI deployment against those as well as Law 151.

  • Banks: Central Bank of Egypt rules alongside Law 151
  • Hospitals and clinics: patient data is sensitive data under Law 151
  • Every other sector: Law 151 and its executive regulations

We document the architecture, data flows and controls so your compliance team can run that check.

Where can private AI run in Egypt?

It can run on your own servers, in a private cloud tenancy you control, or with a hosting provider in an Egyptian data centre.

  • On-premise
Data lives: Your own data centre

Best when: Strictest data rules, or air-gapped systems

  • Private cloud
Data lives: Your dedicated cloud tenancy

Best when: You already run on a private cloud

  • Sovereign GCC cloud
Data lives: An approved in-country cloud region

Best when: You want speed without buying hardware

We size the hardware with you during the Readiness Sprint.

Cloud regions outside Egypt are an option only when the law's transfer conditions are met and your legal team agrees.

  • On-premise: models and data on GPU servers in your own building or data centre
  • Private cloud: a dedicated tenancy under your account and your encryption keys
  • Egyptian data centre: hosted in-country by a local provider

Why work with a Cairo-based team?

We are in Cairo, so we can work on site with your teams, and we already run production systems for Egyptian organisations.

  • Workshops and support on site in Cairo
  • Arabic-speaking engineers who read your documents as they are written
  • One team from the Readiness Sprint through Run & Scale

Those systems serve schools, clinics, hospitality businesses and engineering firms, and we operate them day to day.

Private AI in Egypt: frequently asked questions

Is Seekers AI certified under Law 151?

No, and we don't claim any certification. We design each system so data stays in Egypt, access follows your roles, and every action is logged. Your legal team should confirm which PDPC licences or permits apply to your organisation and to any supplier that processes data for you.

Does it understand Egyptian Arabic?

Yes, for everyday business use. Dialect, spelling and mixed Arabic–English text vary from one company to the next, so we test on your real messages and documents during the Readiness Sprint before choosing a model.

Can it run without sending any data abroad?

Yes. The models, search index, logs and backups can all run on your servers or in an Egyptian data centre. Nothing needs to leave the country for the system to work.

What hardware do we need?

It depends on the models, the number of users and how fast answers must come back. An assistant for one department needs far less than an agent platform for the whole company. We size it during the Readiness Sprint.

Is this page legal advice?

No. It explains the law in plain words to help you plan. Your legal or compliance team, or outside counsel, confirms how Law 151, its executive regulations and any sector rules apply to your organisation.
