Financial services
Private AI for banks and financial institutions in Saudi Arabia and the GCC
Private AI lets a bank in Saudi Arabia or the wider GCC use AI on customer files, credit documents, and internal policy without sending that data to a public AI service. Seekers AI builds compliance assistants, KYC document processing, credit memo drafting, and collections automation that run inside the bank's data centre, private cloud, or a sovereign GCC cloud. Every sensitive step stays under role-based access, audit logs, and human approval.
Definition
What is private AI for financial services?
Private AI for financial services means AI models, search, and agents that run inside an environment the bank controls, connected to its systems and governed by its access rules. Customer data and credit files stay there, and the bank decides who uses each assistant, what it can read, and which actions need human approval.
Why can't banks in Saudi Arabia use public AI tools on customer data?
Most public AI tools process prompts and documents on servers the bank does not control, often outside the Kingdom.

In a bank, that prompt may contain a national ID number, a salary certificate, or a full credit file.
Saudi Arabia's Personal Data Protection Law (PDPL), enforced by SDAIA since September 2024, restricts transfers of personal data outside the Kingdom. SAMA regulates banks and has a cloud computing framework, and the National Cybersecurity Authority (NCA) sets cybersecurity controls. Other GCC markets have their own laws: the UAE's Federal Decree-Law No. 45 of 2021, Qatar's Law No. 13 of 2016, Bahrain's Law No. 30 of 2018, and Oman's Royal Decree 6/2022. Firms in DIFC and ADGM also work under those centres' own data protection rules.
Bank documents are also bilingual: Arabic contracts, English policy manuals, scanned commercial registrations, and emails that switch language mid-sentence. Many core banking and loan systems are older platforms with limited APIs, that a browser chat window cannot read from or write to.
How does private AI connect to a bank's existing systems?
Seekers Core, our private AI stack, has four stages.
◇ Governance wraps every step
- 01ConnectDocuments, ERP, CRM, email
- 02UnderstandArabic + English search, cited
- 03ReasonPrivate models plan the task
- 04ActDraft, file, route, update

Connect links the assistant to document management, loan origination, email, and approved read-only core banking views. Understand indexes those documents in Arabic and English so the assistant can find and cite the right clause in a policy manual. Reason uses a private language model to plan multi-step tasks, such as checking a KYC file against an onboarding checklist. Act lets an agent draft a memo, file a document, update a case, or send a reminder.
Governance covers every stage: access follows the bank's existing roles, every action is logged, sensitive steps wait for human approval, and we monitor accuracy and drift after go-live.
Should a bank deploy private AI on-premise, in a private cloud, or in a sovereign GCC cloud?
The right choice depends on how the bank classifies the data, the infrastructure it runs, and what its risk and IT teams have approved.
- On-premiseData lives: Your own data centre
Best when: Strictest data rules, or air-gapped systems
- Private cloudData lives: Your dedicated cloud tenancy
Best when: You already run on a private cloud
- Sovereign GCC cloudData lives: An approved in-country cloud region
Best when: You want speed without buying hardware

Many banks use more than one: an assistant over published product terms in a sovereign cloud, KYC processing on-premise. Either way, we design around the bank's existing security controls.
- On-premise: models and data run in the bank's own data centre. It suits core banking and the most sensitive customer data.
- Private cloud: an isolated environment the bank already runs and has approved under its cloud policy.
- Sovereign GCC cloud: an in-country cloud region under local rules, for banks that want cloud capacity with data kept in-country, subject to their own review against SAMA or Central Bank of the UAE requirements.
How does a bank start a private AI project with Seekers AI?
Engagements start with the Private AI Launchpad, beginning with a Readiness Sprint of 2 to 3 weeks: we meet compliance, credit, and collections owners, review their documents and systems, and pick the first use cases.

The sprint ends with a target architecture, a risk review for your information security and compliance teams, and a costed roadmap. The Pilot (4 to 8 weeks) then puts one use case into production on the bank's infrastructure with real users. Run & Scale is a monthly service in which we operate the system, monitor accuracy, and add use cases.

- What it does
- Answers staff questions about internal policies, product rules, and regulatory circulars in Arabic or English. Each answer quotes the source paragraph and names the document and version, so a compliance analyst can check it.
- Systems it connects to
- Document management system, policy library, shared drives holding regulatory circulars, and the bank's single sign-on.
- Governance
- Staff only get answers from documents their role can already open. Every question is logged, and compliance approves each new source before it is indexed.
- 02
KYC document processing
Reads
- Onboarding platform
- document management system
- core banking customer records (read-only)
- +1
Does
Reads onboarding files such as national ID or Iqama copies, commercial registrations, salary certificates, and bank statements.
Governed by

- What it does
- Reads onboarding files such as national ID or Iqama copies, commercial registrations, salary certificates, and bank statements. It extracts names, numbers, and dates, checks them against the application, and flags missing documents, expired IDs, and mismatches.
- Systems it connects to
- Onboarding platform, document management system, core banking customer records (read-only), and the KYC team's case management tool.
- Governance
- The agent prepares the review and a KYC officer decides. It cannot approve or reject a customer. Every extracted field links to its source page, and every change is logged.
- 03
Credit memo drafting
Reads
- Loan origination system
- financial spreading tools or spreadsheets
- document management

- What it does
- Segments overdue accounts, drafts Arabic or English reminders from approved templates, schedules follow-ups, and summarises each customer's history before a collector calls. It then logs promises to pay.
- Systems it connects to
- Collections system, core banking arrears data, existing SMS, email, or WhatsApp Business gateways, and the contact centre.
- Governance
- Only pre-approved templates reach customers. Hardship cases, disputes, and any change to repayment terms go to a person, and the bank's contact rules and timing limits are built into the workflow.
Questions banks ask about private AI
Is private AI compliant with SAMA rules and the PDPL?
We design each deployment around the bank's obligations under the PDPL, SAMA's frameworks, and NCA controls: data stays in an environment the bank controls, access follows existing roles, and every action is logged. Compliance is still for the bank and its regulator to determine. We provide the architecture, data flow, and controls documentation your teams need for that assessment.
Can the AI read scanned Arabic IDs and commercial registrations?
Yes. The pipeline handles Arabic and English text, including scanned PDFs and photos. Scan quality varies, so we test on the bank's real documents during the Readiness Sprint. Fields the system is unsure about go to a person instead of being filled in by the model.
Will the AI make credit or onboarding decisions?
No. The AI prepares, checks, and drafts. Credit approvals, KYC decisions, and changes to customer terms stay with authorised staff, and the system records who approved what. The bank decides which steps need approval.
Do we need to replace our core banking or loan systems?
No. Seekers Core connects through whatever your systems support: APIs, database views, file exports, or the document management system. Where a system allows only read access, the agent reads and hands write actions to staff or an existing integration.
Start with a Readiness Sprint for your bank.
In 2 to 3 weeks, we review your documents, systems, and controls with your compliance, IT, and business teams. You leave with a use-case shortlist, a private AI architecture, a risk review, and a costed roadmap, whether or not you build with us.
